6月20日,省(sheng)(sheng)旅投集團(tuan)召開黨委(wei)(擴大)會(hui)(hui)議暨黨委(wei)理論中(zhong)心組專(zhuan)題學習會(hui)(hui)議,傳達(da)學習省(sheng)(sheng)委(wei)十(shi)二屆七次全會(hui)(hui)精神,研究集團(tuan)貫徹(che)落(luo)實(shi)舉措(cuo)。集團(tuan)黨委(wei)書記、董事長游(you)勇(yong)主持會(hui)(hui)議并(bing)講(jiang)話。
會上,集團領導班子成員圍繞“學習貫徹省委十二屆七次全會精神”主題,結合分管領域工作談貫徹落實舉措及工作打算。
會議指出
這次全(quan)會(hui)(hui)是省(sheng)(sheng)委貫徹習近平(ping)總書記重要(yao)指(zhi)(zhi)示(shi)精神和黨中(zhong)央決(jue)策部署的(de)(de)自覺(jue)行動(dong),是在全(quan)省(sheng)(sheng)上(shang)下奮力推(tui)(tui)(tui)進現代(dai)化(hua)四(si)川(chuan)建設的(de)(de)關鍵時期(qi),召開(kai)的(de)(de)一次事(shi)關四(si)川(chuan)文(wen)(wen)(wen)旅(lv)(lv)發(fa)展(zhan)全(quan)局(ju)和長遠(yuan)的(de)(de)重要(yao)會(hui)(hui)議,這次全(quan)會(hui)(hui)對我省(sheng)(sheng)推(tui)(tui)(tui)進文(wen)(wen)(wen)化(hua)和旅(lv)(lv)游深度融合(he)發(fa)展(zhan)、做大做強(qiang)文(wen)(wen)(wen)化(hua)旅(lv)(lv)游業,具有重大而深遠(yuan)的(de)(de)意義。全(quan)會(hui)(hui)審議通過的(de)(de)《中(zhong)共四(si)川(chuan)省(sheng)(sheng)委關于(yu)推(tui)(tui)(tui)進文(wen)(wen)(wen)化(hua)和旅(lv)(lv)游深度融合(he)發(fa)展(zhan)、做大做強(qiang)文(wen)(wen)(wen)化(hua)旅(lv)(lv)游業的(de)(de)決(jue)定》,是推(tui)(tui)(tui)動(dong)四(si)川(chuan)由文(wen)(wen)(wen)旅(lv)(lv)資(zi)源大省(sheng)(sheng)向(xiang)文(wen)(wen)(wen)旅(lv)(lv)經濟強(qiang)省(sheng)(sheng)跨越的(de)(de)綱領性文(wen)(wen)(wen)件,明(ming)確了新時代(dai)新征程四(si)川(chuan)文(wen)(wen)(wen)旅(lv)(lv)發(fa)展(zhan)的(de)(de)根本遵(zun)循和行動(dong)指(zhi)(zhi)南。
會議強調
集(ji)團(tuan)上(shang)下要(yao)(yao)把學(xue)(xue)習傳(chuan)(chuan)達省(sheng)委全(quan)會(hui)精神作(zuo)(zuo)(zuo)為當前和(he)(he)今后一個時(shi)期的重(zhong)要(yao)(yao)政(zheng)治任務,率(lv)(lv)先學(xue)(xue)習領會(hui)、率(lv)(lv)先貫徹(che)落實,堅(jian)持學(xue)(xue)貫一體,勇當全(quan)省(sheng)文旅(lv)深度融合發(fa)展的主力軍和(he)(he)排(pai)頭兵。要(yao)(yao)在(zai)全(quan)集(ji)團(tuan)組織(zhi)開(kai)展“文旅(lv)大發(fa)展,旅(lv)投(tou)怎么干、我(wo)要(yao)(yao)怎么做”大討論(lun)活動,引導全(quan)員(yuan)學(xue)(xue)習討論(lun)、建言獻策。要(yao)(yao)精心策劃宣傳(chuan)(chuan)方案,利用集(ji)團(tuan)各(ge)類宣傳(chuan)(chuan)陣(zhen)地,全(quan)方位、多角度宣傳(chuan)(chuan)解讀(du)全(quan)會(hui)精神,設(she)立學(xue)(xue)習專欄,及(ji)時(shi)刊登學(xue)(xue)習心得,報(bao)道集(ji)團(tuan)上(shang)下學(xue)(xue)習貫徹(che)的動態和(he)(he)成(cheng)效,彰顯(xian)旅(lv)投(tou)擔當,講好(hao)旅(lv)投(tou)故(gu)事(shi),營造(zao)濃厚氛圍(wei)。各(ge)部門、各(ge)子公(gong)司要(yao)(yao)將學(xue)(xue)習成(cheng)果轉化為清晰的工作(zuo)(zuo)(zuo)思路(lu)和(he)(he)扎(zha)實舉措,大膽探索、先行先試,爭取在(zai)重(zhong)點(dian)工作(zuo)(zuo)(zuo)和(he)(he)關(guan)鍵環節率(lv)(lv)先實現突破。
會議要求
要切實聚(ju)焦這次全(quan)會(hui)明確的“品牌、業態(tai)、服務(wu)、改革”四個關鍵(jian)點,結合集團工作(zuo)實際,全(quan)面壓實責任,強(qiang)化落實保障(zhang),堅決確保全(quan)會(hui)精神落地見效(xiao)。
一(yi)要抓好精品建設(she),打(da)造(zao)集(ji)團(tuan)文(wen)(wen)(wen)旅(lv)新地標(biao)(biao),助力(li)四(si)川文(wen)(wen)(wen)旅(lv)品牌(pai)叫得更響、擦得更亮。主動參與(yu)世(shi)(shi)界旅(lv)游(you)名城、世(shi)(shi)界級(ji)(ji)旅(lv)游(you)風景(jing)道、高等(deng)級(ji)(ji)旅(lv)游(you)景(jing)區(qu)(qu)和度(du)假區(qu)(qu)等(deng)建設(she),啟動集(ji)團(tuan)旗下(xia)牛背山、亞拉雪(xue)山等(deng)景(jing)區(qu)(qu)深度(du)升(sheng)(sheng)級(ji)(ji)計劃,深化高標(biao)(biao)準(zhun)規(gui)劃,爭(zheng)創4A、5A級(ji)(ji)旅(lv)游(you)景(jing)區(qu)(qu);推(tui)(tui)動達瓦更扎(zha)、天府花溪谷、金龍長(chang)城等(deng)景(jing)區(qu)(qu)旅(lv)游(you)產品業態(tai)升(sheng)(sheng)級(ji)(ji),提升(sheng)(sheng)景(jing)區(qu)(qu)知名度(du)。挖掘瀘定橋、彝海結盟、孟獲城等(deng)景(jing)區(qu)(qu)文(wen)(wen)(wen)化內涵,打(da)造(zao)文(wen)(wen)(wen)旅(lv)融(rong)合新標(biao)(biao)桿;深化與(yu)涼山州交(jiao)流合作(zuo),引(yin)入國際(ji)化頂(ding)尖團(tuan)隊進(jin)行策劃,著力(li)將瀘沽湖打(da)造(zao)成(cheng)為(wei)世(shi)(shi)界級(ji)(ji)四(si)川文(wen)(wen)(wen)旅(lv)地標(biao)(biao),同步推(tui)(tui)動與(yu)其他(ta)市州“1+N”合作(zuo),聯合打(da)造(zao)高能(neng)級(ji)(ji)景(jing)區(qu)(qu)項目。通過加(jia)快(kuai)酒(jiu)店品牌(pai)打(da)造(zao)和培塑(su),盡快(kuai)形成(cheng)安逸酒(jiu)店集(ji)團(tuan)標(biao)(biao)準(zhun)體系(xi),快(kuai)速搶占省內酒(jiu)店市場,布局落(luo)地全省重(zhong)要旅(lv)游(you)城市及(ji)重(zhong)點景(jing)區(qu)(qu),樹立四(si)川酒(jiu)店品牌(pai)。
二(er)要落(luo)實“文(wen)(wen)(wen)旅(lv)(lv)(lv)(lv)+百業”思路,推(tui)(tui)動(dong)(dong)(dong)(dong)(dong)文(wen)(wen)(wen)旅(lv)(lv)(lv)(lv)產業轉型升級。結合(he)(he)(he)集團現有業務布(bu)局(ju),大(da)力(li)發(fa)(fa)展(zhan)(zhan)票(piao)根(gen)經(jing)濟(ji),推(tui)(tui)動(dong)(dong)(dong)(dong)(dong)旅(lv)(lv)(lv)(lv)游(you)(you)(you)(you)與(yu)文(wen)(wen)(wen)化、演藝、交通、體(ti)(ti)育、教育等融(rong)(rong)合(he)(he)(he)發(fa)(fa)展(zhan)(zhan)。一是(shi)(shi)推(tui)(tui)動(dong)(dong)(dong)(dong)(dong)文(wen)(wen)(wen)旅(lv)(lv)(lv)(lv)和(he)(he)科技(ji)融(rong)(rong)合(he)(he)(he)發(fa)(fa)展(zhan)(zhan),加強智游(you)(you)(you)(you)天(tian)府平臺運維,進一步整合(he)(he)(he)全省(sheng)文(wen)(wen)(wen)旅(lv)(lv)(lv)(lv)數(shu)(shu)據資源(yuan)(yuan),為全省(sheng)景區(qu)、酒(jiu)店、旅(lv)(lv)(lv)(lv)行社(she)進行數(shu)(shu)字賦(fu)能;優化川渝數(shu)(shu)藏平臺,研(yan)發(fa)(fa)打(da)造數(shu)(shu)字文(wen)(wen)(wen)旅(lv)(lv)(lv)(lv)體(ti)(ti)驗新(xin)消費場景;通過(guo)推(tui)(tui)動(dong)(dong)(dong)(dong)(dong)天(tian)府國際動(dong)(dong)(dong)(dong)(dong)漫城(cheng)的轉型升級,加快(kuai)創建(jian)文(wen)(wen)(wen)化和(he)(he)科技(ji)融(rong)(rong)合(he)(he)(he)發(fa)(fa)展(zhan)(zhan)產業園(yuan)區(qu)。二(er)是(shi)(shi)推(tui)(tui)動(dong)(dong)(dong)(dong)(dong)旅(lv)(lv)(lv)(lv)游(you)(you)(you)(you)和(he)(he)文(wen)(wen)(wen)博、演藝、體(ti)(ti)育融(rong)(rong)合(he)(he)(he)發(fa)(fa)展(zhan)(zhan),搶(qiang)抓發(fa)(fa)展(zhan)(zhan)機遇,積極開展(zhan)(zhan)“跟(gen)著演藝(賽事)去旅(lv)(lv)(lv)(lv)行”系列(lie)活動(dong)(dong)(dong)(dong)(dong)。三是(shi)(shi)推(tui)(tui)動(dong)(dong)(dong)(dong)(dong)農文(wen)(wen)(wen)旅(lv)(lv)(lv)(lv)融(rong)(rong)合(he)(he)(he)發(fa)(fa)展(zhan)(zhan),大(da)力(li)發(fa)(fa)展(zhan)(zhan)鄉村(cun)旅(lv)(lv)(lv)(lv)游(you)(you)(you)(you),推(tui)(tui)動(dong)(dong)(dong)(dong)(dong)“安逸茶(cha)山”創建(jian)國家(jia)級旅(lv)(lv)(lv)(lv)游(you)(you)(you)(you)度假區(qu)、世界(jie)最佳(jia)旅(lv)(lv)(lv)(lv)游(you)(you)(you)(you)鄉村(cun)。四(si)是(shi)(shi)推(tui)(tui)動(dong)(dong)(dong)(dong)(dong)旅(lv)(lv)(lv)(lv)游(you)(you)(you)(you)和(he)(he)教育融(rong)(rong)合(he)(he)(he)發(fa)(fa)展(zhan)(zhan),大(da)力(li)發(fa)(fa)展(zhan)(zhan)研(yan)學(xue)(xue)旅(lv)(lv)(lv)(lv)游(you)(you)(you)(you),全面(mian)推(tui)(tui)動(dong)(dong)(dong)(dong)(dong)都江(jiang)堰研(yan)學(xue)(xue)模式(shi)和(he)(he)通江(jiang)縣以研(yan)學(xue)(xue)為切口的新(xin)型幫扶模式(shi),同步加強與(yu)市州和(he)(he)相關(guan)廳局(ju)單位(wei)的研(yan)學(xue)(xue)項目合(he)(he)(he)作。五是(shi)(shi)推(tui)(tui)動(dong)(dong)(dong)(dong)(dong)旅(lv)(lv)(lv)(lv)游(you)(you)(you)(you)和(he)(he)交通融(rong)(rong)合(he)(he)(he)發(fa)(fa)展(zhan)(zhan),牽(qian)頭(tou)(tou)推(tui)(tui)動(dong)(dong)(dong)(dong)(dong)旅(lv)(lv)(lv)(lv)游(you)(you)(you)(you)專列(lie)打(da)造,整合(he)(he)(he)“列(lie)車+酒(jiu)店+景區(qu)體(ti)(ti)驗”資源(yuan)(yuan),形(xing)成1-2個拳頭(tou)(tou)專列(lie)產品和(he)(he)旅(lv)(lv)(lv)(lv)游(you)(you)(you)(you)品牌。六(liu)是(shi)(shi)推(tui)(tui)動(dong)(dong)(dong)(dong)(dong)文(wen)(wen)(wen)化傳(chuan)媒融(rong)(rong)合(he)(he)(he)發(fa)(fa)展(zhan)(zhan),利用現有資源(yuan)(yuan)優勢做好四(si)川文(wen)(wen)(wen)旅(lv)(lv)(lv)(lv)目的地的營銷宣傳(chuan)。七是(shi)(shi)推(tui)(tui)動(dong)(dong)(dong)(dong)(dong)文(wen)(wen)(wen)旅(lv)(lv)(lv)(lv)和(he)(he)大(da)健(jian)(jian)康融(rong)(rong)合(he)(he)(he)發(fa)(fa)展(zhan)(zhan),深耕醫康養(yang)資源(yuan)(yuan),做優做強醫藥健(jian)(jian)康產業,推(tui)(tui)廣(guang)社(she)區(qu)養(yang)老綜合(he)(he)(he)服(fu)務體(ti)(ti)系。
三要優化完善(shan)服務(wu)(wu)(wu)設施(shi)標準(zhun),提(ti)升四(si)川(chuan)(chuan)文(wen)旅(lv)(lv)服務(wu)(wu)(wu)品(pin)質。推(tui)(tui)動酒店旅(lv)(lv)游(you)服務(wu)(wu)(wu)設施(shi)更新,完善(shan)旅(lv)(lv)游(you)服務(wu)(wu)(wu)標準(zhun),提(ti)升四(si)川(chuan)(chuan)旅(lv)(lv)游(you)服務(wu)(wu)(wu)口碑。升級旅(lv)(lv)行(xing)社經營模式(shi),堅(jian)決(jue)防范(fan)好(hao)風險,建立專業(ye)、高效的旅(lv)(lv)行(xing)服務(wu)(wu)(wu)團隊(dui),積極推(tui)(tui)動入川(chuan)(chuan)入境(jing)游(you)。要加快構(gou)建全品(pin)類(lei)物業(ye)服務(wu)(wu)(wu)體系,打造全省公共物業(ye)服務(wu)(wu)(wu)高品(pin)質標桿(gan)。
四要優化(hua)(hua)完(wan)(wan)(wan)善機制(zhi)體(ti)制(zhi),全(quan)力推(tui)(tui)動(dong)重點(dian)領(ling)域改革(ge)(ge)。聚焦省委、省政府部署推(tui)(tui)動(dong)的重大改革(ge)(ge)事(shi)項,推(tui)(tui)動(dong)改革(ge)(ge)和經營兩手抓、兩不誤,確(que)(que)保改革(ge)(ge)任(ren)(ren)務(wu)(wu)高(gao)(gao)效完(wan)(wan)(wan)成(cheng)。一是推(tui)(tui)動(dong)省屬(shu)國(guo)企(qi)旅(lv)游資(zi)(zi)產整(zheng)(zheng)合,同(tong)步實施集(ji)團(tuan)內部專(zhuan)業化(hua)(hua)整(zheng)(zheng)合,優化(hua)(hua)集(ji)團(tuan)總(zong)部職能(neng)架構,強化(hua)(hua)集(ji)團(tuan)產業拓展能(neng)力,增強集(ji)團(tuan)總(zong)部整(zheng)(zheng)體(ti)管控能(neng)力。二是深化(hua)(hua)土地作價出資(zi)(zi),按期完(wan)(wan)(wan)成(cheng)錦弘(hong)集(ji)團(tuan)土地作價出資(zi)(zi)工作,統(tong)籌(chou)做好資(zi)(zi)產盤活,提升資(zi)(zi)產價值。三是完(wan)(wan)(wan)成(cheng)國(guo)企(qi)改革(ge)(ge)任(ren)(ren)務(wu)(wu),加(jia)強與上級(ji)單(dan)位溝(gou)通(tong)對接,明確(que)(que)國(guo)企(qi)改革(ge)(ge)任(ren)(ren)務(wu)(wu)具體(ti)考核指(zhi)標,按期高(gao)(gao)質(zhi)量完(wan)(wan)(wan)成(cheng)全(quan)部改革(ge)(ge)任(ren)(ren)務(wu)(wu)。
